TRICARE

TRICARE is the health care program serving active-duty military members, retirees, and their families, as well as certain reserve component members and survivors. It's managed by the Defense Health Agency and provides comprehensive medical coverage, including doctor visits, hospitalization, prescriptions, mental health care, and preventive services.

TRICARE comes in several plan types depending on your military status and preferences. TRICARE Prime works like an HMO: you're assigned a primary care manager, stay within the military health system or network, and pay minimal out-of-pocket costs. TRICARE Select works like a PPO: you can see any TRICARE-authorized provider but pay slightly higher cost-sharing. Active-duty service members are automatically enrolled in TRICARE Prime with $0 cost-sharing.

For ACA purposes, TRICARE qualifies as minimum essential coverage, meaning you're considered insured. You generally don't need or benefit from Marketplace coverage while you have TRICARE. Its benefits are typically more comprehensive and less expensive than what's available on the Marketplace.

The Marketplace connection matters most at transition points: if you're leaving active duty, your TRICARE coverage may change or end. Transitioning service members may be eligible for continued TRICARE for a period (often 180 days under Transitional Assistance Management Program, or TAMP), after which they'd need to enroll in TRICARE retiree coverage, an employer plan, or a Marketplace plan.

Losing TRICARE is a qualifying life event for the Marketplace, giving you 60 days to enroll in a new plan.

Frequently Asked Questions

Can I use TRICARE and a Marketplace plan at the same time?

You can technically enroll in both, but there's rarely a reason to. TRICARE is comprehensive and much less expensive. However, if you lose TRICARE eligibility (like separating from the military), that's when Marketplace options become relevant.

Does TRICARE count as insurance under the ACA?

Yes. TRICARE qualifies as minimum essential coverage, satisfying the ACA requirement. You don't need to purchase additional insurance through the Marketplace while covered by TRICARE.
